Steven Ray Wallace
President, Florida State College at Jacksonville
Steven Ray Wallace became FSCJ’s fourth College President on July 28, 1997.
Dr. Wallace earned an associate in arts degree in 1972 from Chaffey Community College, followed by bachelor’s and master’s degrees in psychology from California State University at San Bernardino. He received a doctorate in higher education administration in 1989 from Claremont Graduate University in California. His dissertation was titled “Influence of the Economic Development Program of a Comprehensive Community College on Business Decisions of Companies in its Service
Area.”
Dr. Wallace began as an adjunct faculty member at Chaffey, and in 1975 became a fulltime faculty member in the college’s innovative Learning Center. In 1977, Dr. Wallace became Chaffey’s district director of learning disabilities and then served as director of marketing and legislative affairs for the 20,000 student college. In 1981, Dr. Wallace left Chaffey for Lakeland Community College in Ohio. There he served as vice president for administrative services for nine years.
Dr. Wallace has held two previous college president positions — both in Minnesota: first at Austin Community College (1990-92) and then at Inver Hills Community College (1992-97). He is recognized nationally for his leadership in community economic development, student success initiatives, academic technology and the emerging community college baccalaureate degree.
Dr. Wallace has been actively involved in the community serving on numerous local boards such as the Jacksonville Regional Chamber of Commerce (2007 chair), Prosperity Scholarship Fund Governing Council (current chair), WJCT Public Broadcasting (2005 chair), Take Stock in Children (chair), United Way, Alliance for World Class Education,
Communities in Schools, First Coast YMCA, Enterprise North Florida, WorkSource, Jacksonville Symphony, Jacksonville Partnership for Literacy, and the Schultz Center for Teaching & Leadership. His state-wide leadership roles have included chairmanship of
the Florida Community College Council of Presidents and the Council’s Economic Development Committee, plus appointments to the boards of the North Florida Technology Alliance, Florida Distance Learning Consortium, the Florida Virtual Campus (co-chair), and the Business & Higher Education Partnership of the Florida Council of 100. At the national level, he was vice-chair of the Community College Baccalaureate
Association. He was a member of Leadership Florida’s Class 18, (2000), and the Leadership Jacksonville Class of 1999.
Dr. Wallace resides on the Southside with his wife, Amelia, a teacher, and two children, Devon (25) and Michael (15).

Invocation was led by Mike Crumpler and the Pledge of Allegiance by William Croft.
President Elect Scheu noted that the Gator Bowl field was officially named the “Bill Gay Field” for the game.

Ham Cooke announced that Marty Sack was also named Pro Bono Lawyer at Legal Aid of Jacksonville for 2010. Marty has been practicing law since 1958.
John Bickerstaff announced the next Blood Drive for the Westside Rotary is our next meeting, January 13, 2010.
Mike Crumpler read the name of Rotary Officer and Board for the year 2010-2011 to be voted on January 20, 2010.

Barry Allred introduced our Guest Speaker, Jerry Malott, EVP Chamber and President Cornerstone Jacksonville
Jerry spoke on the Economic Development for Jacksonville. He listed
several things which have had both positive and negative ramifications for Jacksonville during the past 18 months. First, the economy itself has been very challenging with unemployment at the highest level in many many years, over 11% and housing a big negative. Second, Cornerstone Jacksonville has done a very good job working to attract businesses over the past 16 years, i.e. The Jacksonville Jaguars, Better Jacksonville Plan, World Golf Village, TPC’s Stadium and new Club House, several Major Housing Developments, Hosted the Super Bowl and has worked to build Downtown Condos.
Jacksonville has held its own against cities like Tampa, Charlotte and Nashville.
Even with these good things Economic Development cannot and will not be all things to all people. Jacksonville has to look at jobs created, people coming to the area and new business coming both domestically and internationally. Commercial Real Estate will be a challenge during part of 2010, but proper management and development our successes has built a solid base for future economic growth. It will be steady, but nothing as in the past. A good plan calls for business expansion, adding staff and bringing in new businesses.
