Jim Lanier introduced our guest speaker for today’s meeting, The Honorable John Peyton, Mayor of Jacksonville.
Mayor Peyton spoke about what makes Jacksonville Great:
1. Natural Resources
2. Economic Growth
3. Organized and Collaborative Non-Profit Community
Jacksonville is in a “Financial Crisis”. This is not only seen by the City Government and the general public, but is expressed more in a recent “JCCI Study”. i.e. 1) State Imposed Property Tax Reduction ($100M), 2) Global Recession ($30M) and 3) Pension Costs ($40M).
The City needs to address this crisis by 1) Budget Cuts, 2) Reform of the Pension and 3) Increase Taxes (which has not been increased in 17 years). The General Fund is approximately $1 Billion of which 24% is legal obligations which cannot be eliminated and of the remaining 76%, 44% is committed to Public Safety and 32% to Non-Public Safety. The Non-Public Safety is at the present time the only portion which cuts may be made. Non-Public Safety covers everything from Public Works to Libraries consisting of approximately eleven (11) areas. If anyone wishes more information or to communicate with the Mayor or City Council Members go to WWW.FIXITNOW.CC.
Mayor Peyton Vetoed the recent Council Bill which in effect changes the Millage Rate to 9.27 from the request 9.78 which the City Council rejected. The 9.27 is the roll up rate required by state law.
Mayor Peyton thank everyone for listening to his presentation then took a few questions.
